Same rules apply to dogs as kids. When you see one going about its business leave it alone. To restrain one and take command of it is kidnapping or dognapping.
I am amazed at how many people think it is alright to just pick up a cat or dog because it is alone at the moment.
It is rare the animal is lost, rather than taking their daily constitutional, visiting friends, or whatever that is none of your concern.
